While I agree that this is true, I'm not sure what it has to do with
making the tools work. Is it missing features required by the installation
process, and dpkg?

I admit I have never tried to use sash as /bin/sh, so my ignorance is
unbounded. Can your releave me of some of it? (my ignorance that is)
