This is a real bug. I spent some time reviewing the changelogs for
CVS, and it appears to have been fixed in 1.10.3:
1998-10-11 Jim Kingdon
* commit.c (checkaddfile, commit_fileproc): A numeric value for
'tag' does not mean that we are adding on a branch.
I verified that the current potato package (1.10.4) does not exhibit
this behavior.
